Even after the installation of standard distribution transformer with OLTC the problem of low / high voltage above the rated voltage persist on the LT side due to the limited/typical operation of the OLTC.
The fluctuating voltage from Grid is initially controlled by the H.T. AUTOMATIC VOLTAGE STABILIZER and then fed to the DISTRIBUTION TRANSFORMER, resulting in the constant H.T.
